IETF draft submission says document is of type "text/x-c++" (or similar)

Sometimes when trying to submit a draft I get: 

Expected an TXT file of type "text/plain", found one of type "text/x-c++"

This is because my template contains: 

template                                                       W. Kumari
Internet-Draft                                                    Google
Intended status: Informational

and"template" causes "file" to think it is C code...
